Yasmine Winkler is the chief executive officer of UnitedHealthcare Community &
State’s Central Region. She also serves as the Community & State division’s chief consumer officer, where UnitedHealthcare is exploring an innovative, inclusive delivery model for social services including housing, education, transportation, nutrition and health care.

Before assuming these roles in February 2015, Yasmine was the chief marketing, product and innovation officer for UnitedHealthcare’s Employer & Individual division.

In her more than 30 years in the health insurance industry, Yasmine has fostered a unique ability to develop and match health insurance business solutions to the needs of the marketplace. She has garnered extensive experience in accreditation, quality improvement, business process development, marketing, product development and innovation. Under her leadership, UnitedHealthcare has launched innovations including My HealthCare Cost Estimator, MyClaimsManager with Bill Pay, and Health4Me mobile app; products including Navigate, Charter and Compass; and dozens of pilots.

Before joining UnitedHealth Group, Yasmine held various positions with BlueCross/BlueShield of Illinois, Texas, New Mexico and Oklahoma (HCSC) as well as Chicago HMO.

She has served on the Utilization Review Accreditation Commission (URAC) team that developed consumer-driven health standards and on the Illinois Governor’s Council on Accreditation. Yasmine is an alumna of Leadership Greater Chicago; has served on the NHHF board of directors; and is currently a member of Women in the Boardroom, National Hispanic Latina Institute (NHLI), PDMA and the Alumni Society Advisory Board.

Yasmine received a Bachelor of Arts in English and environmental studies from Northeastern Illinois University in Chicago. She obtained a Master of Science in health care delivery science from the Tuck School of Business and Geisel School of Medicine at Dartmouth College in Hanover, N.H.
